If your mean to see a thumbnail of a CR2 RAW file using Windows, it works fine with my copy of Windows 10. I guess that in time, CR3 files will be supported as well. Gary
Well I'll be damned, I knew this was never native functionality in the past, and didn't remember seeing it when I updated my windows machine from 7 to 10. I guess they developed a raw codec that supports many common Raw files and at some point built it into the OS, I see threads about downloading it for Win 8 and 10. .. To be fair I use a Macbook Pro for all my photo editing so I never spent any real time with the files in windows so this was never on my radar.
I have been using a free program called "Faststone Image Viewer" for years now and it will view CR3 files easily. It's not only a super fast image viewer but a great editor as well. If you want to edit a photo you're viewing, you can easily set a hot key to have it open in you selected editor, like Photoshop, Lightroom, Luminar-4 etc.
