I am a fairly new owner of an EOS-800D. Can I charge the battery without removing it from the camera, by plugging a mini-USB cable connected to a powered device (e.g. my PC) or to a USB charger? Or does this not charge the battery? Why would they not have designed it so that it could be charged like that?

If they designed it to charge that way they would have had to add the bulk of the charger and some additional circuity inside the camera. Most likely if your a heavy shooter you will want a second battery so you can keep shooting while the other chargers. I also can imagine tethering my camera to an outlet.

there are a few reasons not to design a camera to be charged while the battery is in it, power spikes and people using it to record video for longer than a battery would last causing overheating are a couple i can think of.
but yeah i agree it would be cool if you had usb charging or a camera dock that you could sit the camera on when you come home and let it charge.
as alot of us take extra batteries anyway its no biggie to use an external charger.
